Application for Validation (FET)

Transitional Arrangements

We will validate programmes of further education and training (FET) (other than apprenticeship programmes) using the following arrangements for the time being until the new policies and criteria are fully commenced for such programmes.

Making an Application (Transitional Arrangements)

Providers are required to submit programme(s) leading to QQI CAS (Common Awards System) awards, to QQI for validation prior to offering them to learners and to have them validated prior to delivery. The submission process includes the submission via our online business system (QBS) of:

• Summary details of the programme
• Detailed information on the programme using QQI’s programme descriptor templates  and
• Details of the arrangements in place, where applicable, for the Protection for Enrolled Learners in the event that the provider ceases,or fails, to provide the validated programme

The validation fee must be paid before an application will be accepted.

The submission process for the validation of programmes leading to non-CAS QQI awards is different. Until supporting guidelines have been developed, providers should contact QQI before planning to develop such programmes.

Programme Approval Agreements (Transitional Arrangements)

Under the 2014 policy providers of FET programmes leading to CAS awards can be granted responsibility for managing parts of the programme validation process in FET (Further Education and Training) subject to QQI’s written approval.

This approval is expressed in Programme Approval Agreements (PAA). The existing agreements that apply to the Policy And Criteria For The Validation of Further Education And Training Programmes Leading To QQI CAS Awards (2013-2014) will expire as this policy is phased out. Currently Teagasc, SOLAS and the ETBs (Education and Training Boards) have PAAs in place.

Programmes are designed, developed and evaluated by these organisations, in accordance with QQI’s FET-validation policy and criteria. The decision on whether or not to validate remains with QQI.

Under the new validation policies QQI may devolve some responsibility to the provider concerned for arranging the independent evaluation report. See unit 6.2 of Core Policies and Criteria for the Validation by QQI of Programmes of Education and Training (2016).
